Fit it into a Westminster day
Whitehall is walkable and compact.
Horse Guards stands among the government buildings in Whitehall, close to Downing Street and the War Rooms. A visit can follow a walk past Horse Guards. Mounted guards are on duty daily from 10 a.m. to 4 p.m. with an hourly change. The regular King's Life Guard change is on Monday, Wednesday and Friday at 11 a.m., and a less formal inspection takes place on Saturday at 11 a.m. and Sunday at 10 a.m. Ceremonies can change, so do not plan a tight schedule around them.
Downing Street has no regular public access. You can only see it from outside the secured gates. Do not plan a walk to the front door.
For Parliament Square, Whitehall and the streets in between, see the Westminster guide.

A sensible order for the day
One way to combine the sights nearby.
Morning
Book the earliest slot that suits you for the War Rooms and plan about 2 hours. From September to May the doors open at 9:30 a.m.
Midday
Walk to Parliament Square for a look at Big Ben. The best views of Big Ben show where to stand.
Afternoon
Visit Westminster Abbey on a weekday or Saturday. Last entry is earlier than the closing time, so check the hours.
Evening
Finish on the South Bank with the London Eye. Keep a buffer, because a ticket time is the start of the queue.
